Leadership on net zero: Can Japan's GX strategy path find innovative use cases for tech and finance in Asia's transition?

Japan's "GX” (Green Transformation) strategy will prioritise the shift from brown to green by pursuing low-carbon technologies, bold financial instruments, and bleeding-edge initiatives such as green hydrogen and CCUS (carbon capture, utilisation, and storage). GX is not without its naysayers, who signal caution against vesting too heavily in the financing and deployment of experimental technologies, and challenges faced in accurately measuring the resulting emissions reductions.

Yet these issues are not unique to Japan but endemic throughout Asia – a region that today accounts for 50% of the world’s emissions, and therefore has an urgent need to finance and scale transformative technologies capable of drastically lowering countries’ and industries’ GHG trajectories.

Can Japan's GX strategy instruct other Asian countries on the technology and financing approaches needed to power their own green transition? We hear how Japan’s policy minds are leveraging the double helix of fintech and finance to tackle net zero head on.

Digital assets: Foundational infrastructure to unlock the internet of value

Tokenisation of financial and real economy assets is estimated to accelerate the pace of digitalisation and impact the broader economy beyond financial services. Despite good progress in asset tokenisation experimentations and pilots, the lack of Financial Market Infrastructure (FMI) compliant digital infrastructure which financial institutions can use to execute digital asset transactions prevents financial institutions’ ability to deploy digital assets at scale.

This roundtable discusses the importance for foundational digital infrastructure to support the development of open and interoperable networks.

Robust, actionable data is needed to support decarbonisation efforts and transition financing. For this to happen, technology needs to be better harnessed to streamline the collection and access of high quality data to all stakeholders.

On these broad principles, we are agreed. But how do we enable coherent and consistent flows of data across borders, in the face of the endemic fragmentation and quality inconsistencies we face today? Does the answer lie in enhancing existing private platforms, or collaborating with the public sector to birth new initiatives? What are the prospects of regional or even global platforms for all parties to access data? And, going back to first principles – is the data worth the effort, or are efforts better spent elsewhere?

Connecting to global scalability in payments: How we can benefit from and contribute to the nexus

Globalisation's swift march and technological progress have spurred the need for streamlined, transparent, and inclusive cross-border payment systems, with multilateral platforms emerging as a promising remedy. One example is Project Nexus, led by the BIS Innovation Hub, which is a model for connecting multiple national payment systems into a cross-border network that could enable international payments to happen in seconds. Nexus provides a blueprint for cross-border payments which could be significantly improved by linking up domestic instant payment systems (IPSs) in multiple countries.

This discussion will explore future steps towards expanding this transformative network for enhanced global connectivity.
